The Limpopo Department of Transport and Community Safety has clarified that only the South African Police Service (SAPS) and traffic officers have the authority to fine motorists or impound vehicles on the road.
This response comes after the South African National Taxi Council (SANTACO) warned that motorists could face a R2500 fine or have their vehicles impounded if they give rides to hitchhikers.
Steve Matjena, the Head of Department, said this demand is seen as extortion and an abuse of motorists. He noted that some drivers have even gotten into accidents while trying to avoid this threat.
The department is planning a meeting with SANTACO to discuss the matter. Matjena stressed that the taxi industry cannot share control of road regulations with the department.
